JARNAIL SINGH, a 1974 batch IAS officer, is a postgraduate in Electrical Engineering from Panjab University and MPA from Harvard University. He served as Joint Secretary to four Prime Ministers of India (1996–2004) and Chief Secretary of Manipur (2004–2008). He was part of the Team of the then Harvard Institute for International Development (HIID) which had conducted the ‘Project Investment Appraisal and Management’ program in 1993 for international participants. He also assisted in teaching this course to graduate classes at Harvard University in 1992–93. His specialization is in project appraisal.

Dr D.N.S. DHAKAL holds a BTech in Mining Engineering from the Indian School of Mines, Dhanbad, an MPA from Harvard University, USA and a PhD in Mineral Economics from Colorado School of Mines, USA. He is a Senior Fellow at the Duke Center for International Development (DCID), Sanford School of Public Policy, Duke University, and teaches in the DCID Programs on Project Appraisal and Risk Management. Dhakal is working with the Millennium Challenge Corporation in Washington, D.C. as an expert on cost-benefit analysis. He has worked with the World Bank, USAID, Asian Development Bank, African Development Bank, Caribbean Development Bank, UNDP and South African Development Community.
